I don't believe this to be Windows only, though the issues we were seeing on GNU/Linux might have been fixed since (they have been in the Debian packaging and ooo-build trunk).
The fix we've found for GNU/Linux is: URE_BOOTSTRAP=vnd.sun.star.pathname:/usr/lib/openoffice/program/fundamentalrc where /usr/lib/openoffice is the path to the OpenOffice libraries.
