I committed the proposed changes.

There are still some issues:
- uima-as bundles are deactivated right now, because maven could not find the 
artifacts. Should this work without building uima-as locally? Does anyone want 
to create an own update site for the uima-as bundles?
- the known issues with the categories still exist: the child updatesite does 
not provide categories
- the eclipse-packagings project does not contain everthing: signings, pack, 
... are missing
- the signing of the bundles is done mannually, right? it is right now also 
missing for the child repository.
