Sounds like it. Both could even be combined to limit the files that require
variable substitution:
* do substitution in htaccess and select other files that need to display a
version but themselves are not versioned, e.g. a page showing the latest
release number.
* use logical addressing via some .../latest/... URL which is resolved via
htaccess, thus limiting the pages that get variable substitution applied to the
required minimum.
