I believe that is a correct description of our latest state of discussion.

However, the implementation still diverges from that (when I refer to "binary" 
below, I mean *not* the Java-serialized forms, but the forms that use custom 
serialization):

* Currently, if the "leniently" parameter is set to false, a deserialization of 
any binary form with a header that includes TSI reinitializes the CAS. 
* Currently, when a type system is stored in a binary form, we actually store a 
CasMgrSerializer (TSI) not just a type system.
