Good catch.  The H1 etc tags happen in some package.html files.  Those files are
formatted incorrectly, according to the spec, see:

(scroll to the bottom)

The upshot: the first "sentence" is treated special, and the rest of it looks
like it shouldn't have headers.

I'll add a Jira issue to fix for the next release, unless someone thinks it's a
blocker.
