Review Comment:
   Yes the finalStep will determine if that CAS is dropped or not. In this 
instance that finalStep is constructed by the FixedFlowController and 
FixedFlowObject, and the default action in the FixedFlowController is 
DROP_IF_NEW_CAS_PRODUCED
