Typically, for apache releases, each of these RC's would be voted on by the PPMC and then the IPMC, assuming they're external releases.
I don't think you've marked RC4 as an external release, or any of the prior, so I don't think it's an issue. However, you must comply with the Apache Release process. Specifically, you need to create something called 1.0 if that's what you're expecting to create.
