Zeroth: by "user" I mean a user of the web page, not the product.
First: users are not fictional.
Second: you're misusing words a bit. We don't show one build instead of another because "we want to promote it" but because the user is looking for the download that will work best for them, and it's our task to make it the most accessible one. <snip> The point I'm making is about how you view the site and its purpose. The current OOo website suffers greatly from the pov of "what do I want to tell the user?" instead of "what is the user asking me?". And this has a significant, negative effect on usability. This was the motivation behind laying out the primary things the website is supposed to accomplish.
