You might take a look at Screem or Bluefish, I believe neither is 
desktop-specific (both will run under KDE or Gnome). I don't know which 
widget set they use, but considering their origins most likely Gtk

I've tried Bluefish, and had a quick look at Screem (in fact It;s probably 
time to re-visit Screem, it was an early version I tried), but found them not 
as good/easy to use as Quanta+
