Daniel and others have offered very good sugggestions that have been peer reviewed to a greater or lesser extent. Please consider those. If you have specific objections to them or haven't yet looked at those suggestions then please speak up so we can re-post the URLs.

I'm not sure that usability or web design are time consuming, except that Collabnet does seem to be one of the bottlenecks. I'm not particularly skilled (nor interested) in design, but have nonetheless made or helped make about a dozen sites which are still in use today (5 - 8 years later) with largely unmodified structure and layout. I think we're looking at a shorter time scale, but that should make the process easier not harder.
