No. Me too. Whenever I want to submit an issue, I start clicking around the site, to find a place with an appropriate link ... Perhaps "New user & general info" on the left hand side should be renamed. The page behind this link is a good entry point (including "Report a bug", but you don't guess this from the link name ...
