Frankly, until you and Frank told me about that link image, I never
noticed it on the front page. :( Maybe it is the color, maybe the
green download image link is too dominant relative to this one, maybe it
looks too much like a fancy graphic than like a link, maybe it is too
different from the links in the tab bar at the top (which definitely
catches the eye), I don't know...

Right there is a link to "Report a bug"
If you already know OOo/already filed a bug, you know that you have to
be logged-in to do so. So log-in and you'll be at "My pages".
There you have the link to file an issue as well.
"My pages" is accessible from everywhere, so you get to a "report a bug"
link with one sinlge mouse-click from everywhere on the OOo-homepage.
