Anything that is designed for the OOo site must consider future maintenance, so, yes, I would try to mock it up in HTML and see how it performs in a "reality" test. Artistic elements are great but not at the expense of functionality and simplicity in my mind.
In general converting to HTML costs a lot of time. I would save the energy, in case we want to change significant aspects of the homepage... but if you have plenty of time, you may of course try converting your proposals (I won't stop you ;) )
