As far as I have understood it (and I might have been, still are, the one
pushing that as well), the header is supposed to appear at all pages that
have not suppressed the header using css... same for the footer.

I was generalizing ;) ... but it doesn't deserve a tab imho. The snapshot
builds should be linked to from the development/QA pages. Archaic versions
is aimed at a totally different audience... etc.

Not all these pages have the design/content quality we are after (with
minimalism first). The idea is that the website's user experience is
consistent, at least at the first levels. E.g. the why pages lack the
global navigation, you can't just send people using a prominent link on
the mainpage to a page that is totally different, unless it is an ad, or
very clearly demonstrated (e.g. using a miniscreenshot right to the link).
Otherwise we degrade our website's appearance to myspace amateurism.

Fine by me as well... As long as it doesn't interfere with / distract from
the  main pages.
