The idea is that the website's user experience is consistent, at least at the first levels. E.g. the why pages lack the global navigation, you can't just send people using a prominent link on the mainpage to a page that is totally different, unless it is an ad, or very clearly demonstrated (e.g. using a miniscreenshot right to the link).
