As long as it's pluggable (as it is now) and thus can be replaces with some
else, I don't see a huge problem providing a jcs version. However, I'd like
to keep the memory version as an option for simplicity.
CXF detects if ehcache is available and flips to an ehcache based version if
so. If not, it uses the memory version. Something similar could be done for
jcs. If it's there, use it. If not, use memory.
