for it. You need to resolve this based on your requirement.

Here the Carbon Deployment engine has already started and then another
deployer is being added. This is a scenario where the number of actual
services is greater than the expected services. AFAIU based on the log, you
have a requirement where you are adding a new deployer, therefore in the
component you need to mention that you have "n" number of services
(deployers) in your pom (static) or using CapabilityProvider (runtime) so
that it can inform the startup resolver to not start the Deployer Manager
till all the deployers has been satisfied.

As per the offline discussion we had yesterday, this issue was there in
Kernel 5.1.0 where if the components that were written does not satisfy the
startup resolver. For instance, if the number of expected services is less
than the actual services when the server starts up. This is fixed in the
later version where if the expected and actual do not satisfy then a
message is displayed. Startup Resolver was introduced in Carbon 5 and [1]
explains why we need it and how to use it. As mentioned above if your
components satisfies, then this issue will not appear in 5.1.0 as well.
