Since this will be a new version of the API, previous subscribers shouldn't
be subscribed to the new version automatically. Subscribers would need to
subcribe to the new version separately if they need to. In other words this
will act as a completely new API with the same name but a different version.

IMHO i think we should not support the usecase you mentioned. I.e changing
an api which already has subscribers. Subscribers subscribed to the
original API and not for the updated one. But this is open for discussion.
