I assume not. They clearly don't object to professional developers
being paid fulltime salaries by various companies to work on Apache
code.

Some years ago, I tried something like you suggest to fund a
non-Apache open source project, but it wasn't approved by the service.
(Kickstarter maybe? or Patreon?) I suspect someone could make it work
if they were willing to jump through a few more hoops. However, even
setting that up would take time and effort away from everything else
that needs to be done.
