Would you please recommend what I could do better to get xalan released
earlier?
Just to recap, I created PR that adds GitHub Actions CI to xalan-java ~8
months ago: https://github.com/apache/xalan-java/pull/2
There's been no feedback since then, and it looks like all the current
Xalan committers ignore the need for CI verification.

Of course, you are free to do whatever you want, however,
1. Xalan committers virtually ignore contributions (see PR#2)
2. Xalan committers do not invite new committers. For instance, I'm a PMC
member in Apache JMeter, and Apache Calcite.
You could invite me so I could help to release the thing. What is the
procedure you add committers and PMC members?
3. Then you play "don't ask committers, they are volunteers" card.
Well, it is fair to play this card this time, especially when I actually
suggested help for quite some time now.
