I noticed that for the 0.3.0 release we have been waiting for 3
positive votes from the mentors but it does not necessarily have to be
this way. The vote on the dev list can pass even if the mentors do not
vote at all. It is a good idea to wait for the mentors but maybe not
for too long. When the vote goes to the incubator channel it can still
gather the necessary votes from other non-mentor IPMC members.

Moreover, the voting process should be owned and driven by the PPMC.
It's not normal and a bit worrisome to have only one vote from PPMC
members. Releases are an important milestone for the project and a
legal act of the foundation so ideally all active PPMC members should
check and vote for a release. The mentors may not stay forever with a
project so the PPMC should be familiar with the release process and be
able to enforce all the necessary checks.
