That's actually one key purpose of the incubation: build and grow the community. I have two comments: 1. There's no need to wait mentor vote on release, three binding votes are required (vote from the PPMC members), and it's not really possible to veto a release 2. I would encourage to consider committer. My personal standpoint is: the committership-bar should be fairly low, the PPMC/PMC membership bar should be fairly high. Thanks !
