        I think it greatly depends upon the morals of the community. I think 
for most people, if you ask them point blank if they would do a review for you 
if you did a review for them would answer yes.  But in practice, does that 
actually happen when no one is looking?  If people get a review from someone, 
do they go look for contribution waiting in the wings from that person?

        I can definitely say that at least in my experiences reciprocity was 
not the norm for Apache Hadoop and I’d even go so far as to say it was the 
outlier. [ But again: Hadoop is a massively screwed up community.  It’s just 
hard for me to separate it from how the rest of the ASF works since it’s been 
my primary point of contact for so many years. :( Other OSS projects I’ve 
worked with have different structures altogether; typically BDFLs. ]

        We’ve got YETUS-644 and I think after we vote and decide upon this 
issue, we should spend some time working on that.  We really should stress that 
reviews from non-committers are really really wanted and maybe even provide 
guidance on how that is part of the ‘ladder’ to being made a committer? [I 
dunno. Throwing darts on this one.]  I’m sure the ASF in-general has docs here, 
but those docs always seem so disconnected from day-to-day life to me.
