I have used forced-smsc in sendsms-user and set denied-sms-id in smsc group --- is this not enough is it mandatory to set allowed-smsc-id

I guess your internet connection itself is not the limiting factor. I guess it's more to the SMSC provider itself. The fastes we got was 55 msg/sec. to O2 (Germany). All others are performing less. So it's not a limitation of Kannel. We have cvs tree running on our production servers with 307 links in 3 instances, performing very reliable.
