forcing should be ok. Did all links have the same smsc-id?

If yes, then Kannel does not load-balance on a group with same
smsc-ids.

that's an issue we have discussed in the list some time ago. Please
search the archive, and check the code on your own.

IMO Kannel will search it's internal list if the smsc-id you give via
CGI var is alive and if it find one of them who are it will refuse to
get the dead one up again.

So using "groups" with same smsc-ids is a bit problematic yet.

We should have the "smsc-group" implemented.
