1. Nowhere was it said the ABI change is NOT a bugfix or security fix. Even 
security fixes can require ABI bumps, see xulrunner.
2. Sometimes even feature updates to libraries are important, because some 
important new or updated application requires the new library to work. I 
don't see why we should ban it just because 2-3 other leaf packages need a 
rebuild. That's what grouped updates are for.
