This is not correct. The naming is very consistent and it's clearly specified in the "Writing R Extensions" manual (section 1.1 Package structure). Most licenses (such as GPL) must not be bundled in the sources. Some of them (such as MIT) require a file with the year and the name of the copyright holders, and this file must be called LICENSE or LICENCE. If there are other copyright holders different from the authors, and in general if the authoring information is too complex, files AUTHORS and COPYRIGHTS may be present.
