And yet, the differences *are undeniably there*, and users are expected to fix issues this causes on their systems down the road themselves, even if they didn't consciously "opted in" to anything. I'd not characterize this as "forcing something upon users", but it's still getting in through the back door while they're possibly not looking. (And that's why the first thing I do for all my new fedora installs is to disable modular repos, just so no modules get installed "accidentally".)
