Pagure itself has the ticket > ACL for this, but I don't think this does anything in the Dist-Git > setup.
If they have a FAS account, they can go to dist-git: Watch issues on the package and they will be added to the CC list on bugzilla. We are working on moving off the bugzilla overrides from the scm-requests git repo into pagure, like we did for the anitya integration.
