Seems like this is a speed-vs-correctness thing.

I prefer "fedpkg mock" personally, because it's closer to what Koji
does, but it is definitely slower.

What if the pyrpkg --help text for the local sub-command steered new
users away from "local"? Or at least explained the caveats involved?
