I've read adamw's reply to this message so I'll just reply here that I got that impression from the email threads rather than from the fesco meeting logs specifically. Note that I did see that there was a shift in some people saying that package maintainers should be responsible for mobilising testers at some point... but at that point I must have already got the wrong impression in my head.
