sudo dnf localinstall speed-dreams-2.4.1-1.fc42.x86_64.rpm

that should look to see if the dependencies can be found. If you are coming
from a Debian world, rpm is sort of equivalent to dpkg and dnf is sort of
equivalent to apt.
