Technically, that is a SHOULD NOT, and not
a MUST NOT, so while strongly discouraged,
it is not prohibited (without approval).  I would
support a change in the guidelines to be a
MUST NOT, but that really does not help
unless all existing packages also go through
a review for 'so.*'s and PRs submitted and
accepted by the maintainers of the
packages (there may also be some packages
that use the %file directives with -f with a
created list of installed libraries, which
would need to be reviewed, too).
