Right, Packit itself does not automerge PRs, but I recall seeing a
package at some point where the maintainers set up external automation
to automerge Packit-authored PRs without review. I don't know if it
exists anymore.
I think the concern is making sure that pushing merge on a distgit PR
actually counts as activity for the purpose of this check so that
packagers who exclusively manage their packages with Packit don't get
marked as inactive.
