It's the "close_bugs" setting which can be changed with every submitted
update. In particular in can be changed for each branch which does not
have automatic updates (every branch except for rawhide, and branched
before bodhi activation).

The default leads to repeated closing of closed bugs, which can be
weitd. OTOH it's useful to report all bodhi updates for that bug.

Are you worried about closing bugs due to branch updates which are not
closed in rawhide yet?
