Since nothing really changed are the there certain criterias for
packages that make it that rebuilds by releng won't make it into the
release?

As far as I can tell, this just looks like an infrastructure fluke
that happened during the F44 mass rebuild.
The torsocks-2.4.0-11.fc44 build seems to have been successful, but
was not merged into the f44 repositories after the mass rebuild
finished.

says the final "tagBuild" task failed due to some IO error,
perhaps because build server was in unhealthy state.
