My explanations were further down that you skipped in your reply. At this point 
I don't really care. I have been using 2 factor for a long time and I wasn't 
asking for anything being perfect before implementing this for everyone. My 
concerns were that the tooling has not had a lot of work or improvement since 
it was first in place and there wasn't any indication that if this was made 
mandatory that Infrastructure would have the resources to 'improve' or 'fix' 
problems outside the 3 to 5 years it usually takes to get high priority items 
done. Those concerns were out of date and I am withdrawing from this 
conversation <period>.
