Yes, but it's surely not *only* wait times. For example, this build from the mass rebuild: rust-winnow-1.0.4-2.fc45 https://koji.fedoraproject.org/koji/taskinfo?taskID=147919249 x86_64: total time 6min26, runtime 5min04, wait time 1min22 i686: total time 9min32, runtime 8min06, wait time 1min26 aarch64: total time 8min20, runtime 6min59, wait time 1min21 ppc64le: total time 8min54, runtime 7min29, wait time 1min25 s390x: total time 3h32, runtime 1h, wait time 2h31 So the wait time on all architectures was ~80 seconds (basically as fast as koji can process stuff), and the wait time on s390x was just over *two hours and thirty minutes* (it's OVER NINE THOUSAND! seconds, haha). But also the build time itself was ~6-7 times longer on s390x than on any other architecture (~1 hour vs. 6-8 minutes).
