As I understand it, the s390x builders are not as well endowed as other architectures, and their (instantiated) VMs (LPARs?) simply take longer when there are other (competing) builds, which, during a mass rebuild, can result in slow[0]. My approach is that when a mass re-build event is in progress I simply decide to take that week(end) off for any Fedora work if I want things to happen in near time. Outside of such mass rebuild events I usually don't notice any significant slowness on any architecture. Yes, ideally, Fedora will have billions and billions of available builders available for every architecture with unlimited CPU, memory, and storage for the package builds, but unless you have billions and billions of dollars available to make that so, I have gotten used to some occasional slowness. [0] A long time ago, I was involved in managing s390 systems.
