So that particular program is ahead of some other programs that are
holding the distribution back. That seems to confirm that programs lag
and use old libraries.

Unstable interfaces cause version-specific dependencies. Version-
specific dependencies make upgrades difficult and slow. Difficulty
upgrading causes continued use of old versions of both libraries and
programs. Use of old versions causes security breaches. Downstream
packaging changes can't solve the upstream problem of unstable
interfaces.

If a certain version of some library were completely free of defects,
then it would be fine to keep using that version as long as it meets
your needs – but people who don't care to maintain API stability
certainly won't produce flawless code.

You either choose a stable foundation to build on, or your castle will
fall over and sink into the swamp.
