The only way to get around the unresponsive maintainers problems is to get other people involved into the triaging process, which includes finding out the best component for a ticket. There are already Milestone (assuming my other request is accepted) and Action that can be used to list bugs which needs to be triaged, so Component=not_specified doesn't seem to buy us a lot to me.
