For the first "developer" devices (let's say, during the first year): yes, 
definitely. Given the price of the Xilinx cables and the quality of their 
software (just every person I know who installed their JTAG tool Impact - a 
multi-GB piece of proprietary bloatware btw - reported cable detection 
problems), it's better to lower the barriers to entry of potential developers 
and also provide an easier way to upgrade in case the self-reflash tool isn't 
completely ready when the first devices come out.

Then, once the software is mature, it's probably better to make it optional as 
many "end users" will not care about JTAG and UART. And after the first year, 
any bug in the self-reflash system will hopefully have been weeded out, making 
the cable essentially a developer tool (not an unbrick tool since no/very few 
devices will get bricked).
