Actually we won't need this. We can simply plug the serial part of the JTAG/serial pod in the middle of J21, perhaps with a little tape to make sure other pins do not touch the EEPROM. This will lack a proper ground connection, but given the small current involved I'd guess a FPGA I/O set to a 0 level with maximum drive strength would provide a ground good enough for the serial transmission to work.
