Path selection:
iw meshX mpath dump

Since you are using ath9k_htc, setting tx power should be working. For
the setting of Tx power, please note that the it is in mBm and not
dBm.
iw meshX set txpower fixed 1800 for 18dBm

If you want the survey dump, perhaps look for ath9k device.
