If you just want ActiveSync to support phones (whether it be android or
iOS) then yes, it is possible without samba.
In case you need the full-blown Exchange protocol, no this is not
possible without samba if I understand everything correctly.
I have ActiveSync running using only openldap, postgresql, apache and
dovecot + postfix.
If you need just the calendar & contacts working on the phones, I would
start to look into caldav / carddav.
Davdroid on android works really well, and iOS devices talk cal/carddav
like a charm.
