It would be good to reconcile this with the recent work @tkordas did for [OS-6363](https://smartos.org/bugview/OS-6363). (Indeed, correct me if I'm wrong, but it's the fact that we hit this that is motivating the timing of this.) [Our fix for this](https://github.com/joyent/illumos-joyent/commit/daa3911f02365820bf2df2a1cdf96602eda66912) eliminates the ability to block on kmem reap whatsoever -- which, honestly, no one in the system should ever be doing. (kmem reaping cannot just take seconds but minutes; blocking on kmem reaping is an easy way to cork the system for an indeterminate amount of time.)
