@bcantrill I'm looking at [this graph](https://us-east.manta.joyent.com/Joyent_Dev/public/bugs/OS-6363/HA99WLND2.pdf) linked from [OS-6363](https://smartos.org/bugview/OS-6363). I'm curious of a couple things:
1. what is "ARC overflow/underflow shift" showing? is that the value of `zfs_arc_overflow_shift`? 2. why doesn't `arc_c` increase, when `arc_size` is increasing during the shaded time? is that due to `arc_no_grow` being set? It does seem wrong that we'd block threads on the `arc_reclaim_waiters_cv` when there's so much free memory on the system (over ~45GB from what I'm seeing). So I'm wondering if part of the problem is also the fact that `arc_c` doesn't increase after it's initial drop, when kmem reaping first started.
