Wearing my storage administrator hat, that was my thought as well. If I
give a user a 10M quota, that's how much space I want them to use. If
they want to store a 10.1M file, or even a 10.001M file, tough luck :).

Assuming it's intractable to fix this replication issue when a snapshot
exceeds the refquota, making sure a snapshot never exceeds the refquota
sounds like a good idea to me. It's definitely a better option sysadmin
wise than having to manually clean up replication on a regular basis
whenever somebody uses up all their space :(.
