It's not possible to go over quota on the backup, is the only way data gets onto the back of his from the primary, and you can't go over quota on the primary. Unless the primary fails, and the backup is promoted to be primary and made available for direct access by the user; in which case you cannot go over quota on the backup because the quota has been replicated from the primary.
