Aren't users the best people to decide where they want to receive notices? "Is Twitter the new RSS?" is a silly discussion for anyone that really understands either. But what it does do for many is provide an easy subscribe/unsubscribe mechanism to a stream of info that's superior to the way email lists usually work. So in that sense, Twitter is the new email -- which wasn't really designed for one-to-many mass communication either. If it's of any interest to you, more UK councils are using Twitter than using RSS. That's not an argument against RSS, just a pertinent fact about supply and demand.
