Conclusion: when a place is a dump, we can't envisage it being much worse, but if it's pretty, we can always imagine somewhere *more* beautiful. Or perhaps, for ugly places, it doesn't matter too much how great the photo is, but for pretty places, you need both be of a scenic place and be a good quality photo before people rank it highly.
